b) Because the person is a psychopath.
c) Because they have been ordered to do so by their terrorist commander.
d) A combination of a,b and c.
It is also worth noting that this was not a US checkpoint but an Iraqi one and only Iraqis were killed.

S.P. Asks: Why is there a seemingly never ending queue of people becoming suicide bombers?
Dave Answers: There is not it only seems like it. Less than one percent of people ever become suicide bombers.

S.P. Asks: What never seems to be discussed is what drives and motivates all these people to become suicide bombers.
Dave Answers: It gets discussed a lot and the reasons are many and varied. At this point in time though a,b and c above are certainly the main reasons.
