    Good find Blondeaussie. A few things to cheer about from the article; labour market under pressure so AVB wages costs unlikely to blow out, interest rates declining so our expenses will reduce and as we will be in a favoured part of the economy we are likely to have little trouble finding funding for stage 2 etc. (personally think stage 1 is as good as done).
