"If CFC saw value in the stock at $1.70 why aren't they accumulating"
Because if they buy any stock, the market will realise they are likely to launch another bid and the stock will go back to $1. This is exactly what they don't want to happen.
They need the price to stay down so they can launch an attractive bid in a few months. No doubt this will be Citi's advice.
