Finding a partner with a resource reportedly "below expectation" in this environment is near impossible IMO.

Presumably EQX (a neighbor), share the same "below expectation" resource.
However, EQX's options to compensate for "below expectation" resource are limited, since lifting volumes (as Exxaro suggest) is not possible.
