He is smart enough to to know that if he sells over an extended period of time, this will severely damage the share price and probably send it back to 2c (fair value) before he manages to sell everything. This is because the company is not priced based on fundamentals, but on false hopes of nonexistent potential created by dodgy announcements that lack any forecasts, hot copper pumping and of course, the frequent but small purchases of shares by insiders with already massive positions. I believe he is fairly comfortable with his average price and is willing to wait for a better opportunity to sell. Perhaps he can find a dumb institutional buyer fooled by the pumping keen to take his bag
