    a stock like this doesn't just break out for no info...someone knows something I think

    small trades past few months with falling price and past couple trading days some slow building momentum

    my bet is one of the following:
    1) insider buying again (positive momentum ahead)
    2) positive announcement with government funding etc
    3) jv or strategic partner announcement...maybe even Gina having a look...who knows?!
