You are right it's low risk but there will be controls in place for those risk.... process industry is full of hazards but doesn't mean they can't manufacture..... u just need right controls in the process... for instance ur geyser at home has a pressure relief valve in case pressure of water goes too high... there is a risk of explosion but still almost every house is using it... only because measures are there to mitigate explosion risk ..... Just a common example
