Yes, a western standard road does not exist there. However the land the surface is likely being sealed with something like Otta seal. This would suffice and would not have taken long at all. For 100kms, I would estimate cost of around $200k.

Considering that the half yearly accounts have not been released, I wouldn't be assuming "no announcement - no progress"

This is true. I do understand that the sealing of roads was being finished off. So I can only assume that it commenced prior to winter and is currently being finished. The thaw in the Gobi desert region has already begun and daytime temperatures have been fine for a few weeks now.
