Shares on issue aren't a problem per se. In reality what's the difference between 2bill shares at .5c, and 1bill at 1c, or 100mill at 10c? The problem is the large dilution and what appears to have been focused capital raising to short-term investorrs. The key now is for the company to use the money wisely and create value for shareholders. for us more long-term holders they have only been reducing value.
