Markets do have a habit of running too far in both directions, so going to 23c on good news is not out of the question. I suppose that makes it a double top with it's old high.
The real question is what type of news would make it run that far? My guess is some type of funding deal for a percentage of the resource. Something like 30% for $150m with the other party also contributing to the build costs would see that type of SP plus get us too production fairly quickly.
Someone like Min Resources who are already doing a deal with NEO, might be possible??
