The 2 billion shares people quote is from the acquisition announcement. Its the consideration/payment for Syntonic: http://hotcopper.com.au/threads/ann...-in-mobile-connectivity-as-a-service.2658982/

The shares don't have to be issued, but I suspect that if they aren't given the the current owners, then PSF wont end up acquiring Syntonic and the share price and interest would suddenly be quite different.

Even taking out the CR shares, the expected shares at the end of the transaction will be over 3 billion.
