The Capital raising at 2c is a small parcel of shares (in the scheme of things) the billions proposed to be issued are not for a monetary value. In return for the billions of shares, the owners will 'pay' PSF with by giving them their company.

The figures are pretty simple, take the values from the pro-forma share numbers in the link above and multiply it by the share price. That's going to be the fully diluted market cap assuming milestones are reached. There is a small variance with the change of Capital Raising shares, but its somewhat immaterial in the scheme of the figures being thrown around.
