He just stated that a CR would be necessary (doesn't provide any number to suggest it might be) to pay down half so he could throw in the statement about the huge shortfall. So, It's necessary but it wouldn't work anyway. Talks about expansion costs, no numbers still.
If anyone can tell me what the point of that was feel free.
