There might need to be more centres given the demand will increase as the cap is lifted and the activity test is lifted. Those who have their benefit cut have no real choice but to continue with their care. U can not leave children home alone despite the allegations it happens in New York, it doesn't. Australian law prevents it and although the benefit is now means tested, GEM has a captive audience IMHO.
