Accelerated rights issues don't allow you to actively sell the right on market. Any entitlement that you don't exercise is sold via a book build facility, if sold above $6.25 then you get any profit, if sold at or below $6.25 then you get nothing and the underwriter makes up any shortfall.
Eligible holders are those in countries that allow this type of issue. Ie, shareholders with a registered address of USA are not eligible holders.
