Looking at the chart for SSM - it doesn't look like SSM will win the business. It looks like there is selling pressure trying to push the price below its current support level. Often the shareprice gives a reasonable prediction. Obviously big money is made if you can out-do the market.
Looking at the LEI and TSE chart doesn't add any confidence for these two - but this is a minor contract relative to their size.
But LLC - all considered - isn't looking too bad at all - but I think the effect of the contract on LLC would be minor.
So i just think that SSM will not win at this stage - it will be out of LEI and TSE.
Maybe if SSM really plummets towards the announcement this will further confirm the situation, or vice versa if the SP starts to rise soon.
