Sure, let's test your strategy here. Say I have unlimited amount of money, how much do I need to push the share price down to 82c? Following is the buy side I see now:
Buyers
Quantity
Price
48
676293
0.83
27
472720
0.825
34
282182
0.82
To clear the level at 83c, I need to put in sell for 0.83*676293 = $561323, then to clear the level at 0.825, I need to sell another 472720*0.825 = $389994. So I need to short over 1m shares, with $950k, close to $1m just to push price down by merely 1c.
Now I am short over 1m shares, and I would want to buy back that at lower price of course. But look at the sellers:
Sellers

146637
0.835
29
277549
0.84

236393
0.845
I have cleared 2 levels of buy side down to 82c, but no one want to sell to me at 82c for me to cover my short. All I have done is created a gap in the price depth that quickly gets refilled back. I cannot see how you could possibly consistently profit, unless by shorting $1m you could create a panic and trigger some people to follow your sell at even lower price, you will need to short a lot more to do that.
