    I wouldn't personally call a break out until it closes above 33 but that can be all about investor time frames.

    On the weekly chart it's trying to form a bull trend, we've got a higher high at 29.5 and a higher low at 27.5 so a close at 30 will confirm the trend and it should run on from there to test 33.
