Technical patterns tell you what has happened.
A true investor assesses the fundermentals, takes a position and monitors the progress.
If you wish to trade, you can look in the paper every day and get the stock price movement and punt on it going up (pending on the trend), and put in a stock loss to protect yourself it if it goes down.
Anyone of us has the capability to look at a chart and make predictions. Just like the fortune teller at the show.
