Seems a little chicken versus egg to me.The underlying thinking is that excess breathing(excess to immediate requirements)depletes CO2(normally 6% in the lungs) which is needed to chemically buffer the blood pH.As the CO2 is depleted the blood tends to become slightly more alkaline which increases the strength of the molecular bond to the O2 molecule in the red blood cell, preventing it from being released into the tissue, hence hypoxia of varying degrees.
Interestingly, in relation to the other thread concerning cancer, Otto Warburg received the Nobel Prize for medicine in 1931 for his discovery of the connection between low cellular oxygen in the presence of sugar, and cancer.
