1) they still have cash for this financial year (after the R&D rebate) and they tend to run cash levels down to dangerously low levels. 2) They will wait to see if the consultancy firm can deliver some results.
If the consultancy firm can get results (and they will probably not be massive) that could positively affect the SP and a CR would work better then.
