Its not that its insignificant, its just the extrapolation you make is imo usually considered very unlikely. Per above there's more technical definitions of market downturn.
I think the context here re the 25bp cut is also material, although frankly, I only glanced at markets today

Look at recent MSB article... pretty much starts off saying how its jumped in a sea of otherwise red screens on the day
