I decided to email Tracie and this is her response:-

Sonris is updated daily. When reports come in to the Office of Conservation, the analyst review them for correctness and legibility and then key them into the system.

Scout reports are updated every Wednesday and available Thursday morning. The information for your well will change on the scout report IF any updates from the operator came in for that well.

So Zed it's true they are submitted on Wednesday, which mean yesterdays report is 6 drilling days out of date...
