I would suggest that if Sutton was in agreance with the idea of having a private security firm look over the sick ones, then commiting hari kari is sensible.
If however he knew what was going on and told the premier that this was a bad idea - hold on, would not a normal person think that this was a disastrous idea when Scott from marketing offered military assistance, come on - and danny continued, then I would not want my future reputation tarnished. As it is,Sutton did a reasonable job but will the truth ever come out.
