His comment is simply an error, looking at the pound dropping as degrading overseas investments whereas it has the opposite effect in terms of their value in Sterling. Not hard to do if not thought through properly - I have heard similar comments on the TV by newsreaders in throwaway lines (but they are not usually experts).
