brexit hasnt been actioned yet and the referendum isnt actually legally binding (as in they do not ever have to act on it), could take upto 5 years to sort it out to get it actionable.
but i'd imagine, that largely the co - operation on green energy targets and initiatives will be unaffected whichever direction the leave ends up falling.
(thats just my opinion from a background in political science and international economics)
