My guess from seeing this sort of situation in some other spec stocks:

1. Price will rise on expectation of news before the EGM

2. Price will rise further on speculation from the price rising and triggering some technical buy signals, many on T+3

3. Nothing of substance will be reported this week or at the EGM, which will dive the price back down to about current levels.

I think that the offshore permits will be signed off soon (ie. within the month) - management need to have time however to ascertain what they can live with as far as funding goes. More than happy for them to do thorough due dilligence.
