He was probably referring to the Tapis Crude benchmark which is set out of Singapore.
In any event, actual or 'real' supply and demand as discussed in economic textbooks determines the price of very little these days... particularly oil when you take into account OPEC, the 'Big Oil' companies and vested or special interest groups.
