The 600million comes from the company i3 itself. They obviously think they will be able to recoup the money easily. The taxpayers and the council don't have to pay anything. If you read cpen's post you can find this paragraph...
"i3 Group chief executive Elfed Thomas said the company was spending $600 million to build the network, which would eventually connect 500,000 premises in Brisbane to broadband speeds of up to 100 megabits per second."
