They do this very thing at my local dump. City of Joondalup WA ..ie Household waste is dumped at the tip.. gas is naturally produced from the ' garbage' ( biomass ?? ) pipes are laid ... the gas piped to a plant on site and is cleverly used to power the entire plant and maybe even some nearby user by memory .. : ))
