Imo, the aim is not for societies to collapse completely. The aim is to make them smaller and (most importantly) more compliant.

Europe fought 2 wars over this issue and, for 80 years, many believed they had won the battle. Now they are seeing that the reality is Europe lost. Europe's leaders aligned with the wrong enemy, nothing should now be clearer.
