My current holding of Brkoa's has me well in the top 10 (obviously stuck with that loss) and I applied for a substantial amount of new options with similar thoughts to yours, I too have been scaled back to 1 million.

I could have been trading the money they sent back and covered some loss by now.

it seems very suspicious to me also as I'm sure they don't have 300 option holders let alone 300 that would have applied and some people are saying they only received 500,000 so that would suggest >300 applications if you assume everyone was scaled back the same?
