The government builds roads (most of them anyway) so that transport companies can compete on equal terms and the economy as a whole benefits. Why shouldn't they do the same here? In time perhaps they will privatise it, no doubt for another huge windfall profit, but the consumer will benefit from the competition is generated by not having a single monopolistic company in ownership of an important strategic asset - especially when they are also trying to run their own services on top of it.
