Seems as though QHL is half a chance at getting at least something out of the Joint Strike fighter contract by default.
If the Australian Government is dropping $30 odd billion on these over the next X number of years I think there would be a lot of behind the scenes pressure for some of the work to go to Australian firms even if they aren't considered quite up to it.
And it sounds like the alternative bidders to QHL are already at capacity...
