Sorry, maybe I'm missing something but isn't this the whole point of building a refinery first?...that in being a refiner, you are paying what it costs the rest of the market (or better) for feed stock that you refine and sell at a margin as "refined product"....i.e... the margin is in the refining and so the model is largely independent to the underlying price of the commodity.
