Do we think refined cobalt out of China derived from the DRC or Indonesia can become cheap enough for both the European critical raw materials act and the US IRA to give up. Would they say, wow this stuff has become (again) so cheap, what's so wrong with a nice single supplier like China ?
Now I happen to think that that world has gone and will not return, refined critical minerals for the West will come from places like Australia. I honestly don't know COB's place in all this, I do think it has one.
