I think at some point Bernie Sanders suggested a 10% tax on each and every trade. If the government spent that wisely it'd be great. I don't think it would change trading, the fat cats would just make billions minus ten percent but at least something worthwhile might come of it. Millions of microtrades every day to shift digital money around is a waste of human energy and initiative IMO.
