Hmmm, I had to think about whether that scenario fits with the prisoner's dillema and thus lead to a Nash equilibrium. In this case it seems obvious that there is no impediment to cooperation between all interested parties because they are not competitors. FYI would naturally play the role of the intermediary to facilitate cooperation between all parties. There is no impediment to the parties cooperating.
