I believe Ghana are also looking to change the timing of the depreciation allowance which would mean that expensing of capital costs would take place over several years rather than immediately. This, along with the new tax rate, has not been finalised as far as I know.
In relation to the broker report, I wonder if the valuation accounted for the 7 year tax free period which I believe applies to NMG?
