I could be wrong, but there was a case around this recently.
You should be able to get the register on CD for a lot less than 6k.
The recent case was with AXA where I think they tried to charge a certain unsavoury individual(we all know who he is - Dxhxd Txxed) about 19k for the info. He took it to court and won, with the result being that the judge said he only had to pay around $190 odd dollars.
