That must refer to 10 million customers who have signed up to Zip/Quadpay however not all are active users. Roughly 8,000 a day are registering with Zip so that sounds more likely. A 3.6mil increase in active customers in 3 months should send the SP to $20+ instantly.
We know Twisto has brought Zip over 1 million customers and 14,000 merchants. Whether that will be included in the quarterly who knows.
