Not too sure the broker's target prices are useful or actually followed by anyone in the market (their estimates would be).
Based on the censuses estimates for FY17-19 the company is trading at a pretty low forward P/E - if you want to hold for a couple of years I think it should be fine (unless they keep downgrading).
