Wouldn't read to much into that Blue horse, as they stated themselves it doesn't
include results SNE 3 or BEL 1 obviously, so there will be further major upgrades and all that will happen well before any expected DOC....the Govt. of Senegal will have a big say on how this project goes forward not to mention the other partners...
