Honestly, you are fairly confused. Chi-x is a trading "venue", not a platform/broker like commsec. Almost all brokers (regardless of whether they display chi-x data) will match trades on BOTH exchanges, according to their trading policies, so there is no direct "correlation" between chi-x trading and "pro" trading. Retail brokers won't allow trading centrepoints (or incremental pips as you call them) online however most allow you to do so over the phone.
You may be right that there's a whole bunch of broker buying but you can't tell by comparing chi-x and ASX, you need broker data, and even then that is unreliable. I've heard similar ridiculous statements including "chi-x volume is higher therefore it's asian buying" etc etc but virtually everyone can and does trade on chi-x whether you know it or not.
