I think so. The Tanz gov just want more clarity in what's being exported and how much is being paid back to the country . The Equator Principles keep us honest and at the bottom of the list for investigation. Being a good citizen reduces sovereign risk.
Companies with SMLs will have to list on the Tanz exchange and thus all financials will be auditable in country. Also any dubious previous agreements that don't work for Tanzania will be revised.
I think the Tanz gov is getting called out for changes in legislation but mining companies need to step up also. Apparently under reporting grades is a huge problem. I've even heard that exploration samples are now being checked before they go to labs abroad as some companies are smuggling gold in them.
