Brokers don't like sticking buy marks on companies up the creek sans paddle. Looks a bit embarrassing if they go belly up. Generally for small stocks you can assume the broker gives their price target a 20ish% chance of occurring normally they say the company is "high risk".
But it's a broker rating, it means nothing.
