The incidents did not exist to nearly the same scale because the Howard Government had changed the entire framework of how nursing homes worked. Now the smaller not-for-profit nursing homes required capital injections and a number went bankrupt and were swallowed up by the banks. This led to a cost cutting and 'profit rules all' mentality, which was the reason the extra oversight was needed, as opposed to before.
Howard, and the general public certainly did not think this was a 'full marks' circumstance, given that the situation was dire when she promised the spot checks, and they still were not happening three years later.
