Rand to negotiate the refinery but they are now only going to have a small portion in it. What about the major owner ?
MS supposedly has the “Cameroon” contacts but Rand is going to negotiate.

Not easy doing business in Africa .. we need help. ( but they were in the tent ..had the nod from the top ) Africano was Mining minister. Why couldn’t he help then?
