Who's playing with this stock, I wonder?

I haven't been into the shares business too long - it's hubby's work but he's in Europe for the next five weeks- but I've never came across anything like this!
Can anyone throw any light on its peculiarities?
Is it perhaps the anger of the people against the detention centres -which I might add is absolutely valid?
Or is it something else?
(I'm trying to learn a few things before hub's return so that I can impress him!)
