You are not very well informed.
Santos did have a Val Verde skid mounted diesel distillation plant in Moomba.
I don't know if it is still there, but it was on site for a long time from the early eighties onwards.
It was pumping its product via a metering station, for tax purposes, to the local Shell Fuel Station.
If you ever went to Moomba, you might have seen those long inclined pipes.
They weren't the diesel plant, but they are slug catchers, the pig catchers are beside them (yes they catch pigs there) and the diesel plant was between the pig catchers and the fence.
Santos looked at a diesel distillation plant, bought one and installed it on site.
I hope your BOP knowledge is better than your Santos knowledge.
